ANALISIS DAMPAK HIDROLOGI PERUBAHAN TUTUPAN LAHAN BERDASARKAN RENCANA TATA RUANG WILAYAH: STUDI KASUS DAS SAMBONG KABUPATEN BATANG

Banjir merupakan bencana yang paling sering terjadi di Indonesia, khususnya di Jawa Tengah, akibat pertumbuhan kota dan perubahan tata guna lahan. Penelitian ini menerapkan simulasi HEC-HMS kontinu untuk menilai dampak rencana tata ruang wilayah (RTRW) terhadap dinamika limpasan di DAS Sambong, Kabupaten Batang. Analisis membandingkan tutupan lahan tahun 2017 dan 2023 dengan proyeksi pola ruang RTRW 2019–2039, menggunakan data curah hujan 2014–2023. Kalibrasi dan validasi menunjukkan kinerja model yang baik (NSE 0.553–0.655; R² 0.65–0.67; PBIAS -5.81–3.47; RSR 0.668–0.587). Hasil penelitian menunjukkan bahwa peningkatan area terbangun menaikkan debit puncak dan volume limpasan, serta meningkatkan debit tinggi (Q5%, Q10%, Q20%), sementara debit rendah (Q80%, Q90%, Q95%) menurun. Kondisi ini mengindikasikan risiko banjir yang lebih besar pada musim hujan dan kerentanan kekeringan lebih tinggi pada musim kemarau. Sub-DAS S5 dan S7 mengalami kenaikan area terbangun terbesar—78,57% dan 213,24%—dengan peningkatan debit puncak masing-masing 4,20% dan 27,37%. Temuan tersebut menunjukkan bahwa implementasi RTRW saat ini berpotensi meningkatkan bahaya banjir dan mengurangi ketersediaan air, sehingga diperlukan pengendalian tata guna lahan dan pengelolaan DAS terpadu untuk mendukung pembangunan berkelanjutan di Kabupaten Batang.
